The General Secretariat for Vocational Education, Training and Lifelong Learning of the Hellenic Ministry of Education and Religious Affairs is a governmental institution with the primary task of shaping, monitoring and co-ordinating government policy for youth and its connection with society and social entities. It develops activities and programmes around youth policies, focusing particularly on participation, information, leisure and entrepreneurship.

The Science and Technology Park of the University of Rijeka (Step Ri) was established in 2008 by the University of Rijeka in order to become the premier science and technology hub, facilitating the commercialisation of research and development and to foster co-operation between the scientific community and industry. Step Ri is a widely recognised centre of innovative and entrepreneurial support infrastructure of the Ministry of Economy, Entrepreneurship and Crafts in Croatia, a partner in the Proof of Concept (PoC) programme organised by HAMAG-BICRO, the Croatian agency for small and medium-sized enterprises (SMEs) and investments, as well as a major regional provider of business know-how.

COOPower is also supported by the Youth Board of Cyprus, the Hellenic Manpower Employment Organisation and the Ministry of Science and Education of the Republic of Croatia.
